Workpackage 3 - VIH Viewer Evaluation

Overview

This workpackage will evaluate the effectiveness of the HA's Video Information Highway (VIH), which is currently being implemented as a trial. This will be undertaken through an exchange of CCTV pictures between the HA (Avon and Somerset Police Control Office) and NAW utilising cross boundary CCTV cameras on the M4 and M5 corridors. This exchange of pictures will assist with the management of cross border traffic movements.

A sample VIH viewer is to be installed within M4C by the HA. This will provide the NAW operator with the ability to remotely select pre-set camera positions and a range of quality of service pictures (e.g. broadcast quality, 4Mb stream, 2Mb stream, ISDN, browser, etc.).

A schematic overview of this workpackage is presented below in Figure 12 below.

The objective of this workpackage is to evaluate the basic functions provided by the viewer and report on:

  • the possible impact remote picture selection may have on the primary users;
  • the quality of service required for effective use of the pictures, in terms of traffic monitoring and management operations; and
  • how effectively the service assists with strategic traffic management.

Deliverables

The following deliverables will form the main out puts from this workpakage.

Deliverable Title Description
1 Operator Evaluation Proposal Establishes how the viewer should be evaluated from an operator's point of view. Presents an evaluation plan for agreement with the HA. Develops specific operator instructions and evaluation pro-formas for completion.
2 Operator Evaluation Report Report summarising the results of the operator evaluation for presentation to the HA.
